I imagine each state has it's own codes regarding
haircare.

Recently in some states "hairbraiding" was approved even if you're not a beautician.
In fact one lady started her own method of braiding hair and provides training and licensing for others. You might be interested in this strategy for an upcoming article. The website is below.
